In 1988-1990 he served in the Soviet Army. From 1991 to 1997 he studied at the Faculty of Law of the Belarusian State University with a degree in International Law. He continued his studies at the magistracy at the Faculty of Law of the Ruhr University Bochum (Germany) with a degree in International Law. 2001 defended a master's thesis on the topic: "Implementation of EU directives in the national legislation of the member states on the example of Germany" (Ruhr University Bochum (Germany). From 2001 to 2006 - postgraduate student of the Faculty of Law of the University of Heinrich Heine, Düsseldorf (Germany). Upon completion of postgraduate studies, he presented a Ph.D. thesis on the topic: “Implementation of procedural guarantees of Art. 6 ECHR (fair trial) in Russian law”. According to the results of qualifying examinations and a dispute in December 2006, the Faculty of Law of the named university assigned Schirinsky O.Yu. Ph.D. D. (PhD) in Law. Since 2006 Lecturer at the Department of International Law of the Faculty of International Relations of the Belarusian State University In April 2010, the Higher Attestation Commission of the Republic of Belarus awarded Schirinsky O.Yu. scientific degree of candidate of legal sciences. Since September 2015, Associate Professor of the Department of International Private and European Law of the FMO BSU. Currently works as an associate professor at the Department of International Law of the Faculty of International Relations of the Belarusian State University. May 25, 2020 - advanced training at the State Educational Establishment "Republican Institute of Higher Education" under the program "Formation of universal competencies (soft skills) among subjects of the educational process of UMO"
