Department of Diplomatic and Consular Service was established at the Faculty of International Relations on September 1, 1996. The Department was assigned the duty of training students in the field of diplomacy, diplomatic correspondence, consular services, diplomatic protocol and etiquette. Today the Department trains students on the specialties 1-230101 "International Relations" with specialization "Administration of International Contacts", and provides training of some subjects for students of "Intrenational Law", "World Economy", "Management in International Tourism", "Linguistic and Country Studies", " Customs Affairs". Also the Department provides training for academic staff on the specialty 23.00.02 "Political Institutes and Processes".
Since 2006 Scientific Laboratory of International Information operates at the Department.

In order to make the training more practice-oriented and provide students with neccesary research assistance the Department actively collaborates with the Ministry of Foreign Affairs and other state bodies of our country, with foreign diplomatic representations.

Main results of academic research and developments activities appear in more than 260 publications, including 50 of them published abroad. 9 research and development projects were conducted at the Department. The staff of the Department has also worked out several textbooks and manuals, which were approved by the Ministry of Education of the Republic of Belarus.

Dr. Leonid Loyko (1944—2007) was the first head of the Department of Diplomatic and Consular Service.

The main fields of scientific research include State Protocol of the Republic of Belarus, People's Diplomacy Role in Promoting Belarus' International Status, History of Diplomatic and Consular Service, Diplomacy and Diaspora, Cultural Diplomacy. In the framework of scientific research we:

  1. prepare recommendations for the Ministry of Foreign Affairs of the Republic of Belarus for the national traditions adjustment to the internationally-recognized protocol practicies; worked-out a Belarusian protocol vocabulary; published a manual "Protocol and Etiquette of International Communication", approved by the MInisrty of Education of the Republic of Belarus; worked-out a research and practice manual "Organizational and Protocol Support of the University International Activities" (according to scientific research plan, necessary for research and technology support of the Ministry of Education of the Republic of Belarus);
  2. research the experience of scientific, technical, cultural and humanitarian cooperation with foreign countries through the friendship societies, humanitarian organizations, institutions of science, culture, education, formulate practical recommendations for the government, non-governmental organizations for improvement of foreign relations' social and economic efficiency;
  3. scientifically codify and make an analysis of the history of Belarusian diplomatic and consular service (the Principality of Polotsk, the Grand Duchy of Lithuania, the Polish–Lithuanian Commonwealth, Russian Empire, the USSR, the Belarusian SSR); make recommendations for state bodies on the use of Belarusian diplomacy historical experience in contemporary conditions; prepared an anthology on the history of the Belarusian diplomatic service, senior lecturer O. I. Lazorkina defended her Ph.D. thesis for the degree of Candidate of Science (History) (topic "The Grand Duchy of Lithuania Diplomatic Service in the Polish–Lithuanian Commonwealth Foreign Policy Mechanism. 1600-1697)";
  4. make an analysis of the largest Belarusian diasopa communities; made proposals in the State Policy Concept towards the Belarusian Diaspora; created a database "Who's Who in the Belarusian Diaspora"; wrote a monograph "The Belarusian Diaspora. Historical Essays and Present-day Situation"; according to scientific research plan, necessary for research and technology support of the Ministry of Education of the Republic of Belarus and together with the staff assistance of the Department worked-out teaching materials "Belarusian Diaspora: Past and Present".
    Two graduate students perform doctoral research on diaspora policy issues.
  5. investigate theoretical and practical experience of foreign and national methods and means of cultural diplomacy in building-up a positive image of the country in international arena and in favouring the advancement of its national foreign policy and economic interests.
