Department of Customs Affairs

The Department of Customs Affairs was founded at the Faculty of International Relations in August 2000. Anatoly Sirotsky, Candidate of Science (History), Associate Professor, served as the first Head of the Department. Currently the Department is headed by Victor Ostroga, Candidate of Science (History), Associate Professor.

Highly qualified specialists work at the Department today: V. Astroga (Head of the Department of Customs Affairs), Professor A. Sirotsky, Associate Professors V. Lyakhovsky, G. Vlasova, N. Skirko, senior lecturers P. Boltochko, N. Kudryashov, E. Martushevskaya, T. Yastreb. Practitioners are also constantly involved in work. Many lecturers have experience of service in customs bodies of the Republic of Belarus.

The teaching staff has published coursebook "Customs Affirs" (2003), educational and training manuals on various courses, monographs and collections of scientific papers, numerous articles and other research materials. In the framework of professional orientation training the Department has branches in LLC "Vneshevroservis" and ALC "Belviat" and holds regular classes at the State Institute of advanced training and retraining of customs frames of the Republic of Belarus, "Minsk-2" and the Minsk regional customs.

The Department of Customs Affairs trains specialists majoring in P1-96 01 01 "Customs Affairs". In 2005 the first graduates of the Department were awarded diplomas.

SCIENCE AND RESEARCH

Science and research play a major part in the life of the Department. Annually, the professors and lecturers of the Department  take part in scientific conferences, round tables and other events taking place both in the Republic of Belarus and abroad. The Department is among the organizers of the International Scientific Conference “From the Customs Union to the Eurasian Economic Union, Modernity and Prospects” and the International Scientific Conference “Belarus in the Modern World”. Every year it hosts the International Scientific Conference “Management in Customs”. The Customs Department publishes a collection of scientific articles “Topical Issues of Customs” dedicated to a wide range of topics concerning development of customs organization and foreign trade of the Republic of Belarus and the world. The Head of the Customs Department V. Ostroga is one of the editors of a monthly journal of the State Customs Committee “Tamozhenny Vestnik”,  a collection of scientific articles “Articles of the Faculty of International Relationships”, a collection of annual scientific conference articles “Belarus in the Modern World”.

The Departments hosts the Scientific Center of Studying Customs Integration Problems headed be P. Boltochko. The Customs Departments maintains scientific relations with the National Academy of Sciences of Belarus, the Academy of Public Administration under the aegis of the President of the Republic of Belarus, National Institute of Training of Customs Officers of the Republic of Belarus, Belarusian National Technical University, Yanka Kupala State University of Grodno, Belarusian State University of Transport, Belarusian State Economic University and foreign universities. The Department is a member of the International Network of Customs Universities (INCU).

The major lines of research are:

  • the Customs Union of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, the Republic of Armenia and the Kyrgyz Republic, modernity and prospects;
  • the history of customs policy of the Republic of Belarus from the 9th to the 21st

Senior Lecturer T. Yastreb is the head of Science and Research of the Depament. V. Lyahovsky coordinates students work in Science and Research.

INFORMATION FOR APPLICANTS

The Customs Departments trains students with a certificate 1-96 01 01 “Customs”, duration of study is 4 years. After graduation students are awarded the qualification “Customs Specialist”. The code of the course is 1-96 01 01. Year after year the applicants aspiring to be students studying for the qualification show the highest level of knowledge in the Republic of Belarus. In 2016 the passing score for full-time study with the governmental grant was 363, the passing score for full-time fee-paying study was 245. Annually, from October to December the Department hosts the School for a Future Customs Officer and the School for a Future International Logistics Specialist.
